Renewable Access Service (RAS) allows large commercial and industrial customers to negotiate a Power Purchase Agreement (PPA) contract with an Independent Power Producer (IPP) of their choice.
In this model,we operate as the wheeling agent, moving the power from the IPP’s renewable generation site to the customer’s site. We aren’t involved in the generation and sale of energy.
RAS provides another avenue for these customers to achieve their Environmental, Social and Governance targets. It also allows them to leverage our existing services to maintain a robust and reliable power service.
How to Participate
To participate in RAS, the following terms must be met:
- The project must be a qualified renewable power generation project
- The project must be located within the province of Saskatchewan
- The project must be larger than 10MW
- Power must be served through transmission service (72 kV and greater), at SaskPower’s discretion
- The project must have a generation capacity that shall not exceed the maximum peak demand of the specified RAS customer as SaskPower will not be an off-taker of any excess energy
- The project must comply with SaskPower Generation Interconnection Requirements;
- A Licensed Renewable Supplier Participation Agreement with SaskPower must be completed;
- An IPTT Transmission Service Agreement with SaskPower must be completed;
- A PPA with a RAS customer for the provision and sale of electrical energy to the RAS customer must be completed of which SaskPower is not part of the PPA; and
- Participants must understand SaskPower has the right to curtail output from the Licensed Renewable Supplier (LRS) to maintain system reliability.
Note: RAS is currently only be available for projects that are to be connected to our transmission system (72 kV and above).
Timing
RAS is currently being offered to a limited number of industrial customers. We tentatively plan to invite all interested large commercial and industrial customers to participate in 2024.

Rates and Billing
- RAS customers will be required to transfer to the applicable Renewable Access Service Rate.
- We’ll invoice the LRS for transmission services.
Energy Billing
The LRS generator will have a revenue meter installed. This meter will calculate the energy delivered to our transmission system (Energy Delivered).
The existing revenue metering at the load customer will continue to calculate the energy consumed by the customer (Energy Consumed).
The RAS customer will receive a credit from us for Energy Delivered during each hourly interval.
No credit will be provided to the RAS customer for Energy Delivered that is greater than the Energy Consumed during any hourly interval.
Demand Billing
The RAS customer will be transferred to the applicable Renewable Access Service Rate and will abide by the terms set out within that rate.
Given the LRS generation is from intermittent renewable sources, there will be no reduction in the amount of demand taken by the RAS customer.
